Grand-35 Project
The Arizona Department of Transportation (ADOT), in coordination with the City of Phoenix and Maricopa Association of Governments, is designing improvements to the intersection of US 60 (Grand Avenue), 35th Avenue and Indian School Road.
The project will raise 35th Avenue to create a new elevated intersection with Indian School Road above Grand Avenue, which will improve traffic operations and safety and reduce vehicle/train conflicts. The project also includes improvements to sidewalks and bicycle facilities and will modify other roadways in the project area to provide local access.

Project Overview
The Grand-35 Project will reconstruct the intersection of Grand Avenue, 35th Avenue and Indian School Road to improve traffic flow and safety and reduce vehicle-train conflicts. The project will create a new elevated intersection of 35th Avenue and Indian School Road over Grand Avenue, allowing traffic on Grand Avenue to flow freely and eliminating vehicle crossings with the BNSF Railroad. The project will also include modifying other local roadways in the area to provide connectivity and maintain access to properties. ADOT released the final Environmental Assessment and Design Concept Report and a Finding of No Significant Impact for the proposed project in summer 2024, which allowed the project to advance to the final design phase and begin needed right of way acquisition. The project is currently in the final design phase with construction expected to begin in summer 2027.

Project Improvements
Improvements
Project improvements include:
- Shifting 35th Avenue to the west. 35th Avenue would also be elevated to create a new intersection with Indian School Road.
- Indian School Road would be shifted to the north and would be elevated to create a new intersection with 35th Avenue.
- Both 35th Avenue and Indian School Road would pass over Grand Avenue and the BNSF Railway.
- An elevated signalized intersection would be created between 35th Avenue and Indian School Road.
- Two lanes would be provided in each direction of travel on 35th Avenue.
- Three lanes would be provided in each direction of travel on Indian School Road.
- Three lanes would be provided in each direction of travel on Grand Avenue and Grand Avenue would remain at-grade.
- Glenrosa Avenue would be extended to the west to create a new connector road that would restore connectivity between 35th Avenue and Grand Avenue.
- West of 35th Avenue, Clarendon Avenue would be realigned to connect to Clarendon Avenue east of 35th Avenue and eliminate the existing offset intersection at 35th Avenue.
- 33rd Avenue would be extended north of Indian School Road and a new east-west local road would extend from 33rd Avenue to 35th Avenue. 33rd Drive would connect to the new east-west local road.

Construction Phasing
Overview
Construction is expected to begin in Summer 2027 and take approximately two years to complete. The following restrictions and closures are anticipated:
Phase 1 (approximately 10 months)
- The majority of construction will be offset from existing roadways
- Will include lane closures along Grand Avenue from 37th Avenue to 33rd Avenue
- Will close westbound Indian School Road to northbound/westbound Grand Avenue ramp for approximately 1.5 years
- Short-term closures on Grand Avenue (nights and/or weekends)

- Close 35th Avenue from Grand Avenue to Glenrosa Avenue

Project Improvement Information
What are the project improvements?
- The project will create a new elevated intersection of 35th Avenue and Indian School Road over US 60 (Grand Avenue) and the BNSF Railroad, which will improve traffic flow and safety. US 60 will remain at-grade with three lanes in each direction and provide free-flowing travel without traffic stopping at a signalized intersection. Minor improvements would be included along US 60 to reconfigure the median and provide turn lanes at intersections.
- Indian School Road will be shifted to the north and 35th Avenue will be shifted to the west, which will allow construction of the new roadways with fewer impacts to drivers.
- 35th Avenue would accommodate the addition of Bus Rapid Transit (BRT), which is currently being planned through an ongoing City of Phoenix project (www.meetphoenixbrt.com). Three lanes would be provided in each direction on Indian School Road. Indian School Road would also be able to accommodate a future high-capacity transit (HCT) route, which is also being studied by the City of Phoenix and Valley Metro. Three lanes would be provided in each direction of travel on US 60 and US 60 would remain at-grade.
- Glenrosa Avenue will be extended west to create a new connector road that will restore connectivity between 35th Avenue and US 60. This new connector road will connect to 35th Avenue at Glenrosa Avenue and will connect to US 60 near 37th Avenue.
- West of 35th Avenue, Clarendon Avenue will be realigned to connect to Clarendon Avenue east of 35th Avenue and eliminate the existing offset intersection at 35th Avenue.
- 33rd Avenue will be extended north of Indian School Road and a new east-west local road will extend from 33rd Avenue to 35th Avenue. 33rd Drive will connect to the new east-west local road.

How will pedestrians, bikes and transit facilities be improved?
The project improvements include many different enhancements to the pedestrian, bicycle and bus facilities, such as additional or wider sidewalks, wider outside shoulders for bikes, separate bus pull-outs or new bus shelters.
CONSTRUCTION
Is there funding for construction?
Yes. Currently, the funding includes federal funds and Highway User Revenue Funds through the Maricopa Association of Governments (MAG), generated through the voter-approved Proposition 400 half-cent sales tax in Maricopa County.
When do you anticipate construction to start and how long will it last?
Construction on the Grand-35 project is anticipated to begin in Summer 2027, pending the completion of right-of-way acquisition and utility relocations. Construction is expected to take approximately two years but is dependent on many different factors.
TRANSIT IMPACTS
What will the traffic impacts be?
We anticipate the following construction impacts to traffic:
- Temporary lane restrictions on US 60 (Grand Avenue), Indian School Road and 35th Avenue.
- Overnight and weekend closures of US 60 (Grand Avenue) to remove the existingIndian School Road bridge over US 60 and to construct the new bridges over US 60. Lane restrictions and closures on US 60 (Grand Avenue) would be minimized to the extent possible.
- A 7-month closure of 35th Avenue between Clarendon and Glenrosa Avenues for construction of the new roadway, roadway embankment, and bridges. During the closure, drivers can use 27th Avenue, 31st Avenue, and 43rd Avenue as alternate north-south routes.

How much notice will you provide before closing roads or setting up detours? How will you notify the public?
ADOT will provide a minimum of 24 hours’ notice of restrictions and closures, though we anticipate typically providing several days’ notice . For long-term closures of ramps or roadways, ADOT strives to provide a minimum of one week advance notice.
ADOT notifies the public of travel impacts in a variety of ways, including email alerts, social media and its website, and highly encourages drivers to sign up to receive weekly traffic alerts that provide advance notice of closures and restrictions to plan ahead for alternate routes.
What will the impacts be to pedestrians, bikes and public transit during construction?
ADOT will maintain pedestrian, bike and transit access during construction. However, some pedestrian and bike routes may require temporary detours during construction. Transit stops will remain open but may be moved to other nearby locations during construction. When 35th Avenue is closed, the 35th Avenue bus routes will be detoured to 27th Avenue or 43rd Avenue.

How do I know if my property will be impacted?
The ADOT Right of Way Office is contacting impacted properties directly. Potential right-of-way impacts and access changes were identified during the study phase and were shared in the Final Environmental Assessment (EA) and Design Concept Report (DCR), available on the project website at ADOTGrand35.com.
How will businesses in the area be affected during construction? Will access to businesses be impacted?
ADOT will maintain access/entry to existing businesses during construction.
